Вопрос не корректен. Сколько тратится и должно ли столько тратиться - две разные вещи.
Должны ли склянки, банки стоить 1000 в месяц? Нет.
Я уверена, что в других странах было бы дешевле.

Надо ли вкладывать в медицину (биологию) - безусловно.
