Следуя вашей ссылке - American Meteorological Society (AMS) опубликовало не position statement, а Information Statement. Ниже в той же статье - ссылка на другой AMS Statement on Geoengineering. Идем по ссылке и на официальной странице AMS находим Guidelines for Statements of the AMS (PDF) - http://www.ametsoc.org/policy/statementpolicy.pdf, где читаем, что это стандартный документ этого профессионального общества, для чего четыре разных типа Statement-ов служат (но position statement там нет...). "Information Statements are intended to provide a trustworthy, objective and scientifically up-todate explanation of scientific issues of concern to the public at large. They are informational only and do not make recommendations or take positions on issues. Information Statements should use language easily understood by a lay reader and avoid technical terminology and jargon. Information statements are typically no longer than 2000 words."
